I agree but not at 100%
If you read.. theys wrote "excessive" reciprocal or exchanging ..
In my opinion theys check how much links reciprocals have the site and how much not reciprocal

I take it you mean directories? No, they have been of little to no value for a long time (still the standard "SEO" - and I use the term loosely - technique for many), which even Matt Cutts has spoken about.

As for reciprocal linking, as it mentions - "excessive", as in a lot. So that would be a problem, but some reciprocal links are valid. Anyway, your question (in terms of reciprocal links, not directories) makes me think of a recent Whiteboard by Rand Fishkin:

google said that long time ago and i have it in my blogpost here: http://blogs.digitalpoint.com/entry.php?b=54

this is 100% true. i have few clients who used link exchange before and got warning from google through their webmaster tool account about unnatural link building.

Yes. Trying for reciprocal link building or something like that is not fair in the eye of Google.

Google doesn't specifically indicate which link schemes they are referring to and everyone is wondering what still works. "Scheme" could imply too many different things and people are scrambling to delete every link they ever built.

Now days, reciprocal Links don't have much wait in Google algorithm. So try to avoid this type of link building.

Penguin changed a lot of the Google ranking rules for off-page SEO. Before it seemed presume backlinking (except paid links) was natural), but now it appears to acknowledge much or most of it these days is artificial.

If Google don't allow reciprocal link or it is not good for a site, then is it good free link submission on directory? If i want to submit my link in directory by payment, then i think it is too costly process for most of blogger or site owner. Anyone can advise me which kind link building is more effective to increase Page Rank?
    Thanks
    Farabi
