    Yes, you can. Just install IIS and the other needed services and it can function like a server.

    Definitely possible. All servers are just computers but in a different form to work best in a datacenter.

    The easiest way would be to install a Linux distro and start from there.

    Doing a quick google search returned many howtos regarding this. It's recommended to install some gnu/linux distro and set it up as a server.

    Can you make your PC a server? Yes.
    Should you? Probably not.

    Most internet providers will suspend your internet if they find you hosting a server on a residential connection.
