I'm just confused about it, Is Google considering Article Submissions? if yes how extent it is considering?

Of Course. Google consider the article which have unique and high quality content. It is the best off page activities for getting back links.

 

article submission is a great way to get contextual relevant backlinks. google is not against article submission, its just how you submit it and where you submit the articles. there are lot of spam sites and article/blog networks on high pr dropped domains. google penalized all of those sites so best way to to do article submission is by submitting to individual article directories that are not part of any network.

According to new update, Google is considering article submission but is highly considering that the article should be unique and fresh and not duplicated.

 

Google has been considering it for a while - But only now have they done any indication of acting on it. It seems the article has to be very up to date and Uniquely done for it to get some good time.
Regardless - This system apprantely is coming into full effect.

 

Off course, All unique and informative Article are considered by Google, you will get backlinks and traffic through your article.
