i think this link is worthless. search engines wont follow this link, and i dont belive that you get a visitor from there. i couldnt find a link to http://www.europe-cities.com/?page=rome-resources from http://www.europe-cities.com or http://www.europe-cities.com/hotels-rome.aspx i dont do link exchanges with all this hotel and flight booking sites, they suck: expect you to put a link to their site on your index.html and they place a link to your site somewhere on a page almost impossible to reach for visitors and search engines, along with 1000 other links. its more likely to get your site into dmoz than get 1 single visitor from them.
Even though there are disallows for their links pages, the pages are indexed with PR and are counting as backlinks in Google.
So they want you to put a link fot their site at yours? So then really, do not agree, what for do you need a backlink that is impossible to be reached by SEs and visitors.
I think the rome-general-sites.asp page is disabled because there are important files in there. The /rome-resources.asp page is not disallowed so your site would still be spidered because that page is not disabled by robots.txt
