only google can "get rid of" penguin update. if you are talking about recovery, i didn't have to because my site went up in ranking after penguin update
You can't get rid of Penguin Update. Google controls that, not you. The best thing you can do is focus on SEO such as creating good backlinks and keep adding fresh content to your sites and blogs.
It would be better if the OP knows the reasons for losing the rank in the penguin update and try to rectify it rather than focusing on the SEO and building backlinks. In fact, the penguin update penalizes for over optimization...
Try to do everything you can to make people stay on your site longer. The more interesting it is, the longer they stay - then the better your rankings will be.
If you want get rid of penguin update and want your website at higher rank then first of all remove all your low quality back links from all the sites and try to make some good quality links at good domain sites.According to penguin update your content must be unique ,there should not be duplicate's content in your website

I have a question to... I have sites, that are ranking in top 10 for major keywords, the sites are in hungarian, and of course they rank in .hu google. As i see the penguin didn't hit the .hu results, so what do you guys think? When will it hit? And if it will, I wonder if it will do the same "damage" as it did on international levels?

Really? Where did you base this opinion from? At the OP, don't listen to everyone and take what they say as concrete. A lot of people like to think they are "experts" but they really don't know jack about SEO at all. What you lost is not gone forever. Just follow some basic advice on how to bring your site back post-penguin and keep at it until you succeed.
Make a backup plan and try to get alternative sources of traffic (not only G to your site). Example: G to YouTube Videos (which rank well on Google and didn't get hurt by the latest Google updates). Good Luck.
