    Onsite SEO is more important than offsite SEO , because you cannot do offsite SEO with a poor SEO webpage which not optimize and the effect will be slow.
    So i always suggest to focus on onsite SEO as beginning then only go for offsite. Optimize ur page with keywords , altg tag on image, correct meta title and meta description,sitemap, internal link with no error.
    Content is a king , so focus on onsite 1st before go for offsite.

    Both go hand in hand, its not like one is better than the other. Especially with the new Penguin update you have to put more time and effort on good on page and good off page as well.
