Thats probably the worst question ever. You earn money the same way you earn with a regular website. Ads, affiliate links, etc. Your other question is completely up to you, no one is going to suggest a niche for you. I am just going to assume the question you meant to ask, which is how do you serve ads on mobile devices. Well, ad networks have mobile code that can detect a mobile device and serve ads based on that variable. For example, on one of my websites if a user is on a mobile browser they get served special ads that regular visitors do not see. Its targeted so that you have more clicks from mobile users.

What you want to do is build a website that is basic with fluid CSS for widths. Make sure all images are smaller and can fit on most mobile screens.
