Yes, I think he meant that. Good quality content have all the power if you are looking best methods for SEO after penguin update. Unique and quality content can get your page rank high.

 

I think this example is just an example and very general showing only trend. I am wondering what sort of back links should be used to get such a PR. For example, if I leave in my sygnature my website's link in every post in this forum so do those posts I send count as backlinks or not? If not, could you explain me by example what sort of back links should be?

 

I have links to my website on Facebook which has PR=9 and I have not noticed that it helped to get better PR for website. And also I leave my links on high rated other websites.

I think that formula is not logical at all. PageRank should be in direct proportion to number of outgoing links into our website but this formula says something apposite that PageRank of your website is inverse proportion to number of links.

 

It's not about quantity its about quality.
