Make your blog known to other bloggers. Write good comments on related blogs...since most of your target visitors will already be hanging out in related forums/blogs.
How do you get a blog more recognized? Good quality content, shock posts (write something radical and your post might be picked up) and contacting related blogs for link exchanges.
Linkbait followed up with tons of quality content, frequently. I've seen more and more blogs using contests to drive traffic recently. Might be worth a shot, depending on your niche.

Make blogging friends. Dont' just link. Good old fashioned social networking. If people know you in real life they're gonna be more loyal to you and trust you more.
You should really try to post once or more a day on your blog. Keeping your content updated and relevant will provide your readers with fresh and interesting content on every visit which will therefore keep them coming back.
You could get your blog more recognised by using RSS, if you don't already, and generally joining forums or groups that you can share your blog contributions with.
Your blog should have intelligent findability, atleast it is important to optimize for specific keyword(s) that usually people search for.
Well, a comprehensive ping list is a good start, I've included one for you at the end of this post. My suggestion however is LOTS OF GOOD CONTENT. That doesn't mean go out and write huge articles, all you need is a consistent style and keep on topic. Try to post regularly. You don't need to post every single day but try to keep a predictable schedule so your readers know when to visit. If you can, post every day. After some time your site will naturally have a lot of original content and SEO will become easier, especially taking advantage of the longtail search terms (look at my sig, yes, shameless promotion I know but it might help you). Find other blogs that your readers might like and start posting comments on those blogs. Don't spam them. Contribute via comments, keep them on topic and try to help those other blogs out. People will naturally click through to your site and some might stay. Email the other blog owners, after you have some interesting content and a regularly updated blog... and request link exchanges. Mention that you enjoy their sites and have added them in your blogroll since you started reading them. Make sure they know you read their site and contribute via comments. You will get some links and those links will make a big difference, you'll get readers. So, good content is #1, contribute good comments to other blogs in your niche #2, and request link exchanges as #3... this alone can get you going.
