    You can get Payoneer + usa virtual bank account
    Netspend (but no send the card outside USA, you need a friend living in USA for resend to you)

    The card is FREE include shipping+First year of Service.
    The US payment Service cost $20USD per Year+1% per transfer.

    Contacting a lawyer is a good alternative for it and also it requires some thing like some legal evidence of an USA.You can also open an account in USA bank if you you are a non resident at there.
