    I think the only thing that must be changed is the 'way' people do SEO.

    Simply use white hat techniques and that's all what Google is asking for; and for a long time.

    Good luck with SEO after Penguin update.

    Use white-hat and forget black-hat. Post articles which are unique and contains less keywords. Also avoid 1000s of directory submission etc at a time. Use different keywords.

    Well - One of my client website got penalty, where nothing was wrong or blackhat but still it hit with this penalty. So what could be the steps to overcome this penalty?

    Off course you need to use white hat seo technique as well as avoid link manipulation and proper navigation of website and avoid low quality back links for website.

    Stay white hat...keep everything you do looking NATURAL. For example, build your backlinks slowly and gradually. Don't keyword stuff, in fact, sparingly is enough. SEO will keep evolving to more natural practices. Good luck! :)

    2- Don't use schemes
    3- Always try to use Natural Link building
