When you say 'in order to rank at the top', to what top are you referring? Just a simple list of the sites with the most traffic? I think most people are happy to get to position 1 on page 1 for their particular market and I'm pretty sure that would not require 540 million visitors per month for all such sites. High volume traffic is important sure, but has to be evaluated in context.
