I agree with this. Links should be diverse. Google appreciates that. You should have not only dofollow links, but nofollow ones also.
No follow link sites have 'No follow attribute' in source code and prevent to pass the link juice. But No follow links are still useful for SEO with having less authority than Do follow links.
Nofollow link is still useful in SEO. It gives a referral traffic to your site. Nofollow links are not indexed by Google bot but it's visible to the human.
I will not bother of building nofollow link unless it able to help me bring lot of traffic. Dofollow link forum and blog would be less for now while everyone afraid of their site being influence by those link build in their comment.
Google bot stops crawling the link when it is supposed to be no-follow. Though it stops, it doesn't have any impact with search engine rankings (In some cases, it is considered as a negative aspect). Instead, we can try to build do-follow links, as this strives to build quality back links in an effective way.
I agree with you, nofollow links can bring to me the higher traffic so may be it lead to higher PR. Nofollow links are still be counted as backlinks for one website, so don't neglect nofollow backlinks
