I Agree with Michelle; it's all about how you create it. It's really obviously at first view (without even reading properly) when a web 2.0 is spam. So, to construct ones that aren't as obvious can take a lot of time. Not just good content and several posts. On page/content has become more important with Penguin. So you need to figure out if the effort on web 2.0s is worth it vs improving your own site and having a good social media campaign (for the right type of site, it's a great and non-spammy way to get new customers), for example.
