    Content is King!
You may fnd directories that accept whatever, however good directories will refuse these types of submissions.

Sites without content? Like new or under-construction sites? If that is the question, I would think almost no directory would list those.

Every quality directory provide submission guide lines on Submit A Site page, and there is clearly mentioned that "Sites with poor contents/without contents are not allowed" or something like this.

So good directories will surely reject sites without content.

Reputable directories that screen new web sites will most likely not accept a web site without content for obvious reasons.

Exactly! How do we know this new website that has no content, that the owner won't put a porn site on it next week? A site has to be fully developed for the vast majority of directories to even consider listing it.

No kidding, then again, there is a danger even when the site has something on it.

I'd agree with this angle. It's not a matter of 1 or 2 or even a handful not adding a site without content. It's almost every directory.

There are some that do not check and others that have auto-addition, so these sorts of directories do accept no-content sites. However, they are very few and far between.

Why would a directory list a site with no content?

Why would anyone want to visit a site with no content?

So, why would you expect anyone to add a link to it?

    Depends on the owner.

If i know it's say... Someone like (in no particular order) onlinedude, mystikmedia, britishguy, blogmaster, PortProphecy, irka etc etc.. yep, I'd definately accept it because I know they'd be working on it night and day.

Many businesses on the web have simple brochure sites that really don't have a whole lot of content other than announcing that they exist and offer some service or product. I will list them if the business is legitimate and the site is complete (no missing/under construction pages).

I wouldn't want to be listed in a directory that accepts sites without contest or spam content.

It beats the purpose of having quality when you don't have content. Qualilty content is very important.
