when you get hosting, most companies will come with cpanel. (this is the software that is behind the site) in cpanel there will be an icon such as fantastico, or softaculous (or another similar button that will indicate that it installs software) click on it. then it will come up with a list of software to install. You can install wordpress, phpbb3, or a list from 50 software types. The software automates the installation of phpbb3, you need 0 skill to do this, in fact, it took less then 5 mins for me to install software this way on my very first website and i was a total noob at it. If your joining a company for hosting, be sure to chat with them, tell them what software you want to install and if your really not sure, just ask them if they will help you if you get stuck. To install vbulletin, that takes more skill. If you are genuinely interested in getting vbulletin installed, you can purchase this directly from vbulletin, however i know someone that (assuming they are not busy with current clients) can install it, help set the forum up for you, help you to personilise the forum as well as give you custom guides on the basics of modding for less then the vbulletin installation fee.
BUy the hosting upload the files to the public_html folder through the ftp .. and you can see the forums live
