I don't think there's nothing such as a low-quality click or something else. If you were accepted into their program, that is it. Unless you do something bad, placing ads in confusing places, clicking the ads yourself, getting people to do it, using popups etc etc..they never ban your account. Google Adsense is a bit harsh towards publishers, but as long as you did nothing, you are free to appeal. Type "Adsense appeal" in Google and provide them with precise details, they'd reconsider.
They don't allow people who are banned to use adsense again. You should try get your family to get an account for you with their name to get another account. They don't want banned user to come back. That's good for them to protect them from cybercrime. There are many people offend DMCA to offend people or organizations to get money. Many people abuse adsense to make scam or frauds which reads people to terrorists who eventually ends up bombing and killing many people with cults such as 911 attack. All of the people who did the terrorists acts are using emails and scammers which maybe used many MLM scams and frauds to conducts people. And the hackers and scammers are always faced with terrorist by crime scene to help themselves for making crime money and crime scenes. Most of them are all together with other criminals in order to get money since they are not innocent and they are after law enforcements.
that's right, just move on buddy. you must know the risk as adsense publisher. don't give up (i mean create account as much as you can LOL)
Forget about Adsense now, there is no chance to get it back. If you create a new blog and shift to entire different place and get a different payee name, then it is a chance to get a new account approved.
