We need TOP programmer and a designer to build a site.

I need a good programmer who actually knows what he is doing by that i mean i dont want any noob or someone who learned programming yesterday. If he is a designer too that would be great otherwise i am also looking for a designer for a simple site.
We need exactly same or clone of another site. I would prefer a team or someone who has expertise in both Programming and Designing. Here are the requirements.
Must be established member here with itrader.
Must be professional and not a noob.
Ability to finish the work before Dead line.
Must have some previous work to show.
