What is paypal chargeback ?

    My paypal account was limited due to someone used it for getting payments in it as donations and i wasn't aware of the account got limited then but when i told them that it wasnt me it got resolved and account being activated limits lifted.
    But now mt Paypal account balance is 626.96$ but there are 3 payments which are on hold which were

    492$.00
    98$
    476$

    They are asking for charge back what does it means ? charge back means that the amount which were charged to CC holder will be returned back to them or it will be extra amount ? as I am US account holder I don't want paypal to charge my bank account for this plus why would I be charged for something which I did not authorized?

    Please explain these things will be thankful

    Did call them but it says status on hold dont know whats wrong with it?
