Notepad++ and a web browser. That's all you need for most changes.

    I second that!

Notepad++ and any decent browser is all you need to write HTML. :)

let me ask everyone this: is there a way that I can make an edit in one place and it will apply to all other places in the code that have the same characteristics? For example, I have hundreds of images that have text in them that I need to be deleted, do I have to go to every line of code for this image or can I do something that will apply to every image?

I often do "Find" and "Replace all" in Notepad ++. But if you want to do it, make sure all the "Find" results need to be edited similarly.

There are over 100 HTML editors available for professional web designers and developers. Netbeans and Amaya are the best and free HTML editors for Windows.

Notepad++ is a good free Windows-based HTML editor. It is very light-weight, runs fast, and colors your code automatically.

However, if you prefer to use an IDE, nothing free beats Aptana (Available for Windows, Mac, and Linux). Amaya has a built-in W3C validation checker which is mildly handy. But the interface is awful and its built-in preview feature is worse than IE6. Netbeans is a good IDE as well.

The IDEs listed, however, do not include a WYSIWYG editor. So you will have to edit all code and images by hand. For any of your image manipulation needs, download GIMP. It's a very powerful image manipulation program that is cross-platform and free.

Notepad++ is a fine editor. But it's only an editor. An editor does not replace an IDE. If all you plan to do is quick edits or a quick feature, then an editor is the way to go. But if you are going to sit down for a few hours for a development session, then it's best to find an IDE that you like and roll with that.

Furthermore, Notepad++ is not available on Linux which is instant fail.

This may be overkill but I like Kompozer. It's free and tons of features. For editing images I use pixlr online image software. Again free and powerful.
