you can create, edit, save for web (export htm with images) psd files on Photoshop.

 

have you heard of psd2html.com ? They have a pretty good looking service

dont need any service just setup photoshop and do it is so easy

 

But the code it outputs is far from optimal (it still outputs tables with minimal css right?).

 

the default function photoshop is horrible, I would never use it for something I'm going to use on the web. Have you even looked at it yourself? heh
