    Just follow up back links of your competitor. They will help you a lot and there you can find there regional data like uk directories, uk classifieds, uk news sites etc.

    How is a list of PR0 & PR1 directories that have .us domains and are specific to US locations going to help a site which has the UK as its target?

    I am based in Turkey, my site is a .com hosted in the US and my target country is the UK. If you have a .uk site then Google already knows your target country but if not then you should set it as your geo target in Google Webmaster Tools.
    Finding UK directories that will allow you to list in them is difficult unless you have a UK business address. However, what you can do is look at the links of your competitors who are in the UK (using SEOspyglass or similar) and see if you can get any of their best links for yourself.
