there are many business directories out there. Have a look and try to find something that the other wont offer. In other words try to find value for your local customers
If you can share links to any directories whose design you really like, I would much appreciate that.
first have the basic structure and make a ground work before you go for final project,never mess up things try to keep each every thing clear,
Main in the directory where you add your link and what information you list on your website. Clear category structure, no duplicate content. And good luck.

If I were to build a local business directory, I would look at the local Chamber of Commerce website first. Evaluate what you think they are doing well and where they are missing opportunities. I would then look at other CoC sites within your region of the country and see how they are doing things. I think the suggestion of limited pictures is a bad one. For a local directory, I would make it a cross between a Chamber of Commerce site and a Visitor's Bureau site. I would have informational pages about the community and lots of photos of the town and any local attractions. You could even offer photos as an upgrade for individual listings. In other words, I would work on promoting the location as much as I was promoting the site and the businesses listed and build a local portal that was used by locals and anyone coming to visit your town.
Custom design is the only way to go if you are serious about local directory.Content even more important.
