First do you have any idea on what is fresh index and what is historical index? Do you know what do they mean and what do they imply? I sell hundreds of domains each month and I have directly interacted with Majestic SEO team about this. Here is what I asked and here is what I replied:

What is Fresh Index and What is Historic Index? What data should we use to show case domain's true backlink value to our customers?
Fresh Index: Our crawler indexes websites in the internet and tries to extract backlinks data into our system. However web is too large at the moment for us to index everything in short period of time. Hence we demarked something called Fresh Index where we will list last 30 days crawled backlinks data. As you can understand we don't crawl the entire web in 30 days and hence this is just partial backlink value of any domain.

Historic Index: Our historic index is a more comprehensive index that has almost every backlink data for a domain. However there are still domains and websites our crawler miss to crawl for various reasons. We update our database for every 30 days and Historic index is the more accurate data.

To answer your question, ask your customers to see Historic index data while valuating a domain. However they should also see Deleted links for their reference.
