    As people have already mentioned, standard Paypal accounts are only available to individuals 18 years or older. However, you may sign up for a Paypal Student Account which is for people 13-18 yrs old. However, I am not really familiar with the details of this account and it appears to me that it is for used to allow young people to spend money online (so if you're looking to use it to receive payments, this might not work for you).

    You can use VCC but not suggested since it is not allowed
    It will be better if you ask your parent or family member to help on creating the account under their name

    I started my account when I was 13 years under my own name. Since my last name was same as my mom's I verified my account with Mom's credit card AFTER they realized that I was making a few dollars online. As soon as I verified, I entered the field and worked in full swing-not to mention that I flunked in numerous subjects at school but somehow passed the final exam. I suggest you to ask your parents or discard the current account and create one with the credentials of someone who is 18+

    Legally you cannot open paypal account or verify it but you can use your parents name and verify it using their credit card or bank account

    @rheahold, you can't question that. I netted $20k in one year with site flipping+coaching. Likewise, he might have something big in mind. As parents, you have to support the kid -something we, indians, don't have. But much contrary to my belief, my parents supported after I made more than my own dad in that year. LOL. He must've felt like a joke :-o. lol enough with my stories, anyways kid, good luck. Get out there and make some moolahs! I EVEN tried to steal my dad's credit card for verification, but chose not to. But I gathered courage and went up to him. "Dad, i wanna tell something-I am making quite a few dollars online with designing and GPT sites, I want you to help me verify my paypal account" - THEN CAME THE VOLLEY OF QUESTIONS lol..still remember that day!
