This is NOT legal. You are abusing Dropbox referral policy. Read their Terms It specifically says not to abuse the referral policy. I have quoted it for you. "abuse Dropbox referrals to get more credit for referrals than deserved;"
These are legitimate referrals and would not violate the policy as you've stated. I believe believe the wording on the policy refers to users who either create new email accounts and signup under themselves. Or use various VPS machines to sign up for accounts and have themselves listed as the referral. This listing is for a legitimate referrals to your referral link.
However you try to word your service, it's breaking the Dropbox Terms. You say in your thread "I will signup some emails using your referral links." and also say that orders will be completed within 24 hours which highly suggests that it's not authentic. Dropbox still offers free 2GB when you sign up, it's an amazing service. Especially when used in conjunction with 1password across multiple notebooks and desktops.
I'm not sure that Dropbox is the very best syncing option, as for now. I mean, there're a great deal of services, like GDrive (5Gb free), or 4Sync (15Gb free), which provide more data security and don't require spamming your friends to get more space
