    Why can't you read? The TOS and addendums, WHICH YOU SAID YOU READ, clearly state that you CANNOT post there until you have been a member for 14 days. Obviously, you are a liar or you do not know how to read, since you either did NOT read the TOS etc. or did not understand them when you read them. 13 days is LESS than 14 days just in case you are math challenged.

    if you have knowledge about the programing language then you can make post in this section. cause this section is the discussion about the programing language. if this is about the c language then you can easily picked out the answers but if it is about the java and any other language. then you need a knowledge about the each and every version.

    You clearly didn't read what the OP posted, there's no restriction on if you know programming or not. What you said is just bullshit. And by the way you don't necessarily need to know every JAVA version because chances are most large corporations aren't using the latest JAVA JRE/JDK.
