How to add a sliding popup on a page?

    I'd like to add a small js popup banner - not a new window, but similar to the ones used on content locking sites - a sliding banner, with an ability to close it. Any ideas, or suggestions where to find similar code for an html page?

    it's similar, but not quite, I'd like it to be on top, roll out after the page is loaded and should have an 'x' to be able to close it. Any ideas if there is some simple code I can use for it? thanks!
