You always want to have a secure https connection if the user has to enter sensitive information on your actual site (billing, cc, etc).

If you're going with a popular ssl company (verisign comes to mind) it can be quite daunting to have to pay that much. Your hosting provider should have some options available for you but anything over 300$ per year probably isn't worth it unless it's verisign. Bottom line is you need https and the little green/blue magic bar that highlights the url gives your customer that sense of security that just might make or break the sale. With verisign all you are doing is paying for a name, a brand. It's no different than other companies except some insurance nuances and fluff. There are some coupons on this site that will give you a discount on a GoDaddy ssl, just search it. Make sure you get one with the green/blue magic bar, that's what customers expect to see when they go to enter their information and if it's not there you may lose a sale. Also, you want to give the user a choice as to how to pay. Are you offering paypal and google checkout as well?

Well if you think there is some critical information is saved through web forms then SSL is required.

It does not matter if critical information is saved or not. What does matter is whether critical information is transmitted over the internet.
