Press release is just like article submission. There is also need a fresh content on every turn but the difference is that we have to submit more details in press release like company info. address, city, country. press release sites are news sites for promote a business.
If you mean format you need things like date, city etc - I would suggest going to a Press Release site and checking out the format, copying that won't hurt. With regards the content, the trick is to come up with 'spin' based on anything new happening for your business/site. The launch of a new section, an interview, progress reports, taking on new staff - anything and everything you can think of that's news worthy. Try being imaginative with it, the more imagination you show the more likely it is to get picked up by 'real' news outlets.
press releases add a ton of power to your site no matter how old it is... i do about 1 a week takes about 15 min to write, if i get lucky big names pick it up, if not well it still gives me a nice little boost
