I wanted to learn Photoshop, Dreamweaver and other designing tools. Is there anyone who can teach me?

I would recommend going to youtube and start searching for tutorials on webdesigning in photoshop and try w3schools.com on learning css and html once you got the basics of both, it is up to you on how you are going to improve yourself.
To learn Photoshop is easy but if you don’t do practice after learning it then everything will be worthless because you also know that designing is the way to express your thoughts through designs. Refer some video tutorial for better understanding the way to do work in Photoshop and Dreamweaver. Firebug and Fireworks is also good web designing tool.
Try googling 'learn photoshop' and 'learn dreamweaver'. You can also buy useful books - check out your local bookstore.
Get in touch with your local high schools. They may do adult education classes in the evening covering those technologies. If you actually want to buy the services of someone to teach you then you need to post in BST - otherwise this is just a discussion thread.

I learned HTML 10 years ago, with a video, not reading... so I think youtube will help. Schools or colleges don't help too much, they will tell you to read from the internet because you can find all you want, updated. And yes, It's a very dynamic field, everything moves very fast, It's not easy.
Well firstly in my opinion learn Photoshop and then you can code it in anything. You can code it in simple text editor. You need to understand design creation process and after that you can learn about coding it in HTML/CSS/Java. Dont waste your time on Flash and stuff like that.
Hi, i think it's better you use free source to learn Photoshop on Youtube. If you want a paid one, better to use Lynda.com or you can buy any training VCD on ebay.com which will only cost less than $15. It's better than paying someone to teach you and pay hourly, and if you are thinking of someone teaching you for free. That is really impossible. So, i hope you can use alternatives that you can replay over and over again such as the VCD that i suggested.
There are great number of tutorials online which are free and they include common situations in Photoshop.
