I want to learn more about web programming and development, so what is the right way and what is the first step HTML with CSS or PHP with MySQL ... Eventually i want to master it all, but one at the the time - but which comes first?

What you want to learn first? design or workflow.
choose first html + css if you want to learn website design.
choose second chance php + mysql if you want to learn database circulation includes management of content.
    good luck

If you're looking to get into the business of web design and database development (forums and blogs) then this is the order:
    HTML > CSS > PHP > MySQL
It will help to learn CSS while you're learning HTML because CSS ties directly with HTML.
Once you have those two down you'll understand how to design the front end (visual) part of a website.
After that, learning PHP will teach you how to run PHP scripts and call databases which will lead into using MySQL (databases).
    Hope this helped!

All webpages uses HTML, but not all webpages use CSS, PHP, or anything else.

    So, start with HTML.

True, but if all you know is HTML you won't be able to design anything except basic web pages.

Also if you're attending college, they teach this HTML and so on there. You can probably find detailed guides on the web, but you may learn more if you attend a class or someone teaches it to you. Good luck though! HTML is quite fun when you get the hang of it.

Wrong. If he learns photoshop first, it will be YEARS before he could learn anything so he could build webpages.

I can only reiterate this. Start with the basics and work your way up from there.

See if you can get a hold of the excellent book, Head First with Html and Css. It makes learning the two web design languages very easy and you get to design your own website to boot.

I'd say start with HTML + CSS (static websites), then slowly incorporate PHP + Mysql (dynamic websites)
