PayPal ICICI - bank hold money ?

    I heard something like that in the first month after opening PayPal account do they monitor account with holding PayPal funds without letting me to withdraw it ?

    I would like to get ideas.

    Maybe is it can be varies on the bank manager to manager ? to stop frauds with PayPal ?

    Manager is saying that he needs to hold money 9 days after receiving it from PayPal until during the 1st month.
