There are some forums on PhpBB platform which allows you to insert the links (which are completely do-follows), but there are some rules which we need to follow. We can only keep the links to the appropriate pages/sites. But, advertising doesn't allowed.

I think Google is best tool to find them.After joining each forum you can check your links are do follow or no follow by firefox plugin.
