If you have wordpress blog, you don't need to do that manually, there are various plugins which do that automatic when you publish new posts or pages. And if you want to do it manually, submit after publishing new post or page, additionally you can ping your site to pingomatic or such websites for quicker results.

Instead or submitting regularly your sitemaps, try to use ping sites like ping-o-matic to notify SE's about your sitemap or website. You can only do it once every two weeks. When you do it everyday it might harm your website and Google might treat it as spamming.

I don't think we need to resubmit the sitemap so frequent especially blogger which do have new content all the time . Maybe once a week or once a month will do . Minor changes on your site do not need to resubmit a new site map unless your site do have major changes.
No. You should only submit your sitemap once. If you updated it, then that is the next time you will be needing to re-submit your sitemap. You might be seen as spamming if you submit your sitemap everyday. Other than submitting your sitemap, why not do it on ping sites? It's like notifying search engines about updates (if you had) on your portal. Pinging should not be done everyday too but way faster and more easier to do.

It isn't really a question of counting how many times are ok to submit, the point is that if your sitemap hasn't changed there is absolutely nothing to be gained by keep sending it.

I would say the same applies. If it hasn't changed there is no point, but if it has then resubmit or ping it.
Whenever you makes changes or add some new pages on your website your sitemap should be updated to inform the search engine about the new updates. This can be done manually or generate a new xml sitemap.
