Maybe the site where you built your backlinks are alll low page ranking site or the sites have no page rank.. You chould build your backlinks to high page ranking sites..
It is not that you have 10,000 backlinks and your Pr will jump suddenly. Google searches for quality backlinks specially from the niche sites. Focus on that and let Google do the rest.
HI. IT doesn't matter if you use more and more links because main thing is that number of links that you want must be off good quality. Secondly refresh or update your site content whenever you get the time. Content must be unique.
page rank depends on incoming links and outgoing links both:so, you have to check and analyse both links.generic formula of pr is: PR(Tn)/C(Tn)) where t1, t2, t3......tn is incoming links and c(t1, t2,.....tn) is outgoing links.
may be you have backlinks from websites with poor PR. or there are many duplicate content on your website

Quality over quantity for sure. You could have a PR5 linking to you, but if the PR5 has 170 OBL then it isn't going to fair well for you as the bonus (link juice) gets shared out evenly. I wouln'dt worry too much about PR. Just focus on quality content and traffic.
