No need, just buy a simple hosting which is using litespeed, litespeed is faster then normal hosting so your website would be ranked up.
If you want one IP per domain, you can go to just about any host for it. A lot of the more traditional hosts will have prices around $30/yr per IP. Just contact the host and find out what their specific pricing is like (some do offer monthly instead of a yearly purchase per IP) and make sure that they will provide a different C-class IP for each one. There are some hosts that try to specialize in this and you can search for them on Google using search terms like "blog farm host" or "multiple c class ip host".
It is not much important that you buy SEO hosting. You can just buy a simple hosting as Matt also said.
SEO hosting really just spreads your domains over different IP addresses. If you get a couple cheap hosting accounts from different companies your IPs will be spread out to different IP blocks completely. It's a good place to start and if you find the right companies can be cheaper then buying multiple IPs in some cases.
