Usually you'll have a hard time finding a VPS without root access However do you have any further requirements that would help narrow down the list, such as bandwidth/disk space or server location, backups, etc...?
Almost all VPS will give you root access. Cloud based VPS are more reliable due to redundant designs. Where are you users located? Are they close to USA or Europe?

If you go with a proven managed VPS provider you do not need root access. This will give you more reliability for maintaining the server (unless you know how to manage the server and keep it running smooth already) and allow you to focus on your sites and traffic. Let the host worry about the server and optimizing it. May I ask why you are needing root access?
I may name Hosteasier, experienced host with cheap and reliable VPS plans, you won't regret of using them.
Indeed, not sure if they finally fixed most of their SAN issues... the concept is there, just need to get a better SAN.
