    it is very good, if you create a directory on the topic on which your site is,, for example if your site is about the education then you create educational websites directory.....

    What sort of answer are you expecting?

    The basics are to buy the directory script, install, add quality sites to make it look established, promote, approve/reject submissions

    The problem is unless you have an existing site with good PR then you wont have a chance of making money. SEO your site first get it ranking. Ensure that the title tag and meta explain its a directory then start building after you are a little more established.
