With those numbers, you're looking at around 1TB of data per month, or 500GB of full duplex data. That's using the 300mb figure. You're also going to need a Windows VPS (with Remote Desktop) most likely, as a linux VPS really isn't going to work very well (or at all) with Filesonic. There are workarounds to attempt to get it to work, but I have never had a client actually able to get it to work. What kind of budget are you looking for? I would budget an absolute minimum of about $10/mo. and that's going to be on the very low end.
If he is using Rapidleech (which mosts hosts aren't going to allow) Linux will do fine. If he is going to download straight from Filesonic, he'll need a Windows VPS with remote desktop. You can't really download from Filesonic with a linux VPS.
I will download Filesonic links from the other forum sites and upload them straight or with ftp! Where is the $10/mo? Thanks for your suggestions...
Make sure you get a VPS that is located in the same country as the file host(s) you are wanting to upload/download to. If you plan on uploading to FileServe, Megaupload, etc. then you would probably be better off going with a US-based VPS and if you plan on uploading to Rapidshare etc. then you would be better off with one hosted somewhere in EU.
