You need both. They're two completely different things with diferent uses. PHP is a programming language which is used to create systems for websites with and SEO is a technique which can help you to get your website ranked better in search engines. So I'd say you need both in order to be able to create a successful website ;-) (however a bit of luck can help for that as well)
