I agree. It seems to me by just browsing the site and keep refershing (while modifying the code) SEs pick up the URL. Is that the same for SEs other than Google too?
Submitting your site to different search engines increase the possibility of getting a good SERP as you're telling the search engines that you've updated your site and especially Google loves update and index you faster.
I don't but it doesn't mean it isn't a good idea. It certainly couldn't hurt if you feel it's a good idea to do so.

There is a long debate about that, with people in favor of submitting or not submitting. I personally prefer a "natural discovery" by search engines, so that it does not look as if I am anxious about getting indexed (which of course I am). Place a link in a do-follow site (even a low ranking one) that is crawled often by the search engines, and you'll get indexed pretty fast, sometimes even within hours. When you submit to search engines it may take days -sometimes even weeks- before your site is crawled.
