    He will not use it always from India that's simple. If paypal asks for proof that he is an American he could provide it with out an issue, can the OP do it ?

    you are risking yourself using proxy servers on payment processors.

    You can take risk has your own cause some people are go through but it's very risk to used different IPS.

    you can... but call pay pal and say you are in travel and login paypal -> profile and add travel country. :)

    It depends, if you are a resident in the US but are on travel to India for a short while then yes, but after approval by PayPal themselves. However if you are already a resident in India then no. If you're changing your residency then you need to tell PayPal about it then change all data in the account.

    At least that you have a really good private VPN from USA to use only by yourself, don't try to do it. Chances are that your account is being suspended.

    If you try to send money through Indian ip....your account simply limited...
    better to call Paypal and tell them that you came to india for some works...so your account will not be limited...
