this is old news. it was announced on the the 3rd of november on the Official Google blog: http://googleblog.blogspot.com/2011/11/giving-you-fresher-more-recent-search.html And it was already posted on this forum before .
In other words, those who took time to update their sites will have a much greater chance of positioning on top of the SERP.
I think this is best as many webmasters who often update their sites will get advantages. Afterall, its all about taking efforts to write fresh content to serve audience better.
Old news but still on the process. Sites that has better information but written just right for visitors benefit will surely get better ranks.
Ya this news is almost 2 months old. However there is a misconception about the means of 35% effect on search queries. Somebody assumes that the overall search results will be affected by 35% when Google announced the news first time. But Google later updated the announcement to clarify the fact. Cyrus Shepard wrote an article about this topic on SEOMOZ blog with nice infographics, if any of you are intested on the Freshness Update, you should read this article. Although it is called Freshness Update, but fresh contents are not always put at top of SERP, because Google will determine how much fresh results it should offer to you according to your query. If you want to rank high for some query that would return more fresh results, then of course you need to have fresh contents. But as your post will get old over time, it's hard to keep the ranking unless you keep updating the content or writing new articles about this topic. It's really a challenge for webmasters but it may offer more opportunities for more websites to be displayed on the first page.

actually its not the latest update dude. i heard about it about 3 months ago. yes its true. and do you know the best way to optimize your site for this algo is to create dates time in your post. and also adding year or month in your content.
Also linking to relevant content helps a lot to - to trusted sources and to the credited sources helps.
It's gonna surprise us again with the changes you will never expect. Google make me sick sometimes. It gives me a headache.
