    only YOU, can access the link you provided here. At least, we can if we log into our PayPal account.

    Actually, this alone can answer your questions.

    There is this thing in PayPal where you need to send some documents or ID's to verify your account. Until you can do that, you cannot gain full access to your account. They usually do this to accounts with unusual activities.

    I once was subjected to this when I started earning higher than my usual monthly earnings, but since I provided documents (through fax) verifying my identity, my access was restored.

    Surely, PayPal would provide you sufficient reasons or requirements for you to gain full access to your account.

    Should you have more questions, you better contact their customer service support first hand.

    I am sorry to say this, but one of my friend got this message and PayPal explained him that he can not get back his normal status because his limitation can not be appealed.

    This is ultimate thing they do usually to merchants and buyers. This where people realise why they should look for alternates.
    I would be happy to hear from some one that they got their account restored even after they got message - "This limitation cannot be appealed.".

    Even I was thinking, PayPal would consider further appeals. But lately I realised in one of my friends case, when he got that message from PP. Only hope that time for him was contacting AskPayPal twitter account direct message. Yes it worked out for him to get the immediate response. But response content was same. i.e. "can not be appealed".

    There is nothing much you can lose now. So, contact them over phone and twitter with out giving any additional IDs other than what you have provided already. I am assuming you have provided ID proofs that are issued by Govt dept like Driving License/PassPort. If not, you can try with such docs. But never provide too many as they literally dont use them to your favour instead, they simply log all those additional to block you using all those ID Numbers in their system I believe (I read somewhere on net. not sure. Looks logical).

    I would appreciate if you post your case in detail after you contact them here. So forum members would get better picture on their services.

    If you accessed your account from countries IPs that are not supported by PP. That would be a an alarm to PP to ban you. Please post more details like how old is your account and from where you accessed to help others to have better understanding about their ban.

    I dont think you get back that account.
    However you would get your money back to your bank account (assumed you attached one. Or check on the name to the address mentioned in your account), if you have any after 180 days.

    PP using from your country is not supported and still you are interested to create one more, be prepared for another limitation. Try to understand that PP fraud detection system is too much sensitive. Their system ban people who are with legit info in their account and operating from allowed countries like India. Many (I know at least 10 from India and few from US) got limited just because of PPs high sensitive system, even though there is no fraudulent activity performed by them.

    So for you there is no point in behind to PayPal now.

    If you still want to do some one off transactions with PP, then you can take help from other country friends using their accounts from their countries I guess.
