Words not much important better you try to put all important keywords closely as visitor usually search on google.
For title you should use 65 characters max. For description you can use characters up to 180 or 220 max. Words can't define proper length that is why I used characters. Thanks

You can use as many as your want. however, suggest not more than 50 characters in title, and not more than 150 characters in description
You may step ahead with 66 character for Title and 165 chracter for description. Space between two words are also count with this space. I am using this criteria for my sites and I must say I am getting traffic and ranking for my targeted keywords.
I have seen different variations in the last week that somewhere in some websites Google is showing 63 but the most i have observed that was the figure of 58 nowadays probably.
You can use maximum 70 character in title tag and 170 to 190 character in description would be preferable.
