How to add voucher to Adwords and not got banned

Recently, I saw many people complain that their Google Adwords account which created using voucher got banned.
There is away to avoid that:

1. Use credit card to create you account using manual payment
2. Create your campaign by paying the minimum required amount
3. If needed, solve your address issue
4. Use up your fund and then you can add voucher

 

You won't be banned anyways if you use voucher first time and you don't need to use any CC for that...
