I think ,you should find more about paypal ..Paypal is cheap in comparison to Alertpay,but it over secured !
Yes ,you can ..but if your Father transactions and your Transactions should be somewhat different (sending money to same paypal id ,recieving money from same paypal id from both paypal id).. I am sure about it..
So long as you are playing things correctly, there is no need to be worried about Paypal. If you and your wife have different accounts, both verified, you can access them from the same computer. At worst, Paypal might ask you to provide ID proof if they have any suspicion.

and if your Documents are correct and legal ,and if you really have two different legal accounts(two different ) ,then paypal will remove the limit from account !!

If you are from India you wont be able to as you need to enter PAN card details for other countries be safe.

Guys, I am from India. I had multiple accounts in the past. All are banned due to violation of multiple accounts. Can I have an account for my wife with same address, her own account and pan no? Will they freeze it because of same address?

Yes, you can have 2 paypal accounts under the same name etc...as long as you provide a different bank account to connect it to. Make sure it's not two personal or two premier or two business accounts. One personal and one business is OK.
