    I want to ask that can we create Paypal VCC? and what is the cost of it? and if it is available in india or not?
    Please Help !!Also how can we apply for it?

    No, VCC creation via PayPal is not available in India.

    do not use VCC if you want to use paypal for longer. for real bussiness use CC

    Paypal vcc works fine on other country.but need real card for Indian paypal here is some restriction on paypal India.

    VCC is not applicable in INDIA. You need two things to open a paypal account in INDIA:-

    1. Credit card
    2. PAN (Permanent Account Number)

    I strongly and truly suggest you that You don't open from paypal vcc. Now a days, they are cheating with many as I heard. They took order from customer with advanced fee and they finally took away your money. Already, I lost $206 for this. So be careful from this type of cheaters and busters.
