It's basically a website 'score', every users that has an Alexa toolbar and visits your site increases the 'rank' of that website. Of course this means that only those with the toolbar installed are counted, and this is a very small number of users. In _my_ experience, a lot of webmasters/SEO users have the toolbar installed, (not sure why, but that's the case for me). A quick way of increasing your own rank is to install the Alexa toolbar yourself, and, by simply visiting your own site your ranking should increase drastically, (and if you are not in the US you might even rank your site in the top 5000 of your country). Why do I use it myself? Not for the ranks of course, but for the trend, if you see wild drops in your rank, (whatever that rank is), means that the few users that have a toolbar have, for some reason, moved somewhere else and that needs to be investigated... Also, (again in my experience), Google Analytic is a lot more accurate but requires the user to have javascript, (in my case, spamers/splogers don't normally use JS as they use bots), so spammers are often not counted. Don't pay attention to Alexa. Try to boost your page rank, it is the most important ranking. It gives you authority when it comes to ranking for certain keywords.
This is not 100%, certain advertisers, (text-link-ads for example), use your Alexa rank. So it does have some importance. Google pagerank is just an indication of how well your page is ranked in the search results. FFMG
Alexa Ranking, Who uses it anymore? I thought that ever since had launched its PR in the market that was all that mattered. Anyway I think that the same things that apply for PR will apply for Alexa rank as well.

No its not depend on traffic. One of my site get traffic around 200 visit per day has alexa 750k and other site which get only 80 visit per day is under 400k
